Fuling stairs is a non-craftable object item in Valheim. Its in-game item ID is goblin_stairs, which you can drop into the console with spawn goblin_stairs to give yourself one — append a number like spawn goblin_stairs 50 to spawn a stack. Fuling stairs are decorative staircase pieces used inside Fuling villages in the Plains. The spawn command requires cheats — enable them with devcommands after opening the console.
