You are freezing, no health regeneration and significantly lowered stamina.

Game effect: health regen -100%, stamina regen -60%, 1 damage per second, and resistant vs. Fire.

Apply it from the console with addstatus FreezingEffect, or wipe every active effect with clearstatus.
