Its in-game item ID is GoblinSpear_projectile, which you can drop into the console with spawn GoblinSpear_projectile to give yourself one — append a number like spawn GoblinSpear_projectile 50 to spawn a stack. Fuling spear projectile is the internal thrown-spear attack used by Spear Fulings. It is not a player item. The spawn command requires cheats — enable them with devcommands after opening the console.
