Its in-game item ID is SharpeningStone, which you can drop into the console with spawn SharpeningStone to give yourself one — append a number like spawn SharpeningStone 50 to spawn a stack. A whetstone wheel ready to spin. The spawn command requires cheats — enable them with devcommands after opening the console.
